Paul Smith is Director of Foundations, the national body for Disabled Facilities Grants and Home Improvement Agencies in England. He has worked in housing, adaptations and independent living for more than 30 years, including roles in service delivery, commissioning and national policy. Paul co-authored the 2018 independent review of the Disabled Facilities Grant and the 2022 national guidance. Originally trained as a building surveyor, he brings a practical view of how legislation, professional judgement and local processes meet in real homes - and what happens when they do not.
