Disabled Facilities Grants are governed by legislation, regulations and case law, yet many day-to-day decisions are shaped by custom and practice. A process is repeated for long enough, written into a local policy and eventually treated as though the law requires it. Sometimes it does not.
This session will test some of the most common assumptions made during assessment, decision-making and delivery. It will show where local rules can drift away from the legal framework, how that creates delay and poor decisions, and why councils can find themselves facing complaints, challenge or findings of fault.
Using practical examples, Paul will separate what the law requires from what guidance recommends and what councils have simply become used to doing. Attendees will leave better able to question familiar practice and make lawful, clear and defensible decisions.
